The Supreme Court declined to disturb the lower court’s ruling that 11 Virginia legislative districts were drawn so as to “pack” African-American voters into a small number of districts, thus diminishing their voting strength across the state. The legislative map has already been redrawn to correct this unlawful racial gerrymandering, and last week’s primary elections in Virginia were conducted under the newly drawn map.
